Democrats accuse Republicans of missing the August 29 deadline to comply with state law and hold a state convention to name the electors and that the secretary of state had no authority to put Trump and GOP vice presidential nominee Mike Pence on the ballot.
"Donald Trump got on our ballot fair and square, and it is outrageous that the Democrat Party would actually try to rig the election this way", Downey said.
Minnesota law requires political parties to select electors - the people who cast Electoral College ballots following the popular vote - and their alternates at conventions as part of putting a nominee on the ballot.
But the DFL's petition says Republicans failed to select alternate presidential electors at their convention in May, and instead selected alternate electors in a closed-door meeting - a move that violates state law.
Democrats, and some Republicans, contend this is a violation of state law. Minnesota's Republican Party is still carrying roughly $1 million in debt from the 2010 elections.

The suit, which was filed directly to the Minnesota Supreme Court, adds a new level of chaos to an already odd election season.
Former Minnesota Republican Party deputy chairman Michael Brodkorb tweeted a press release from Minnesota GOP Chair Keith Downey, where he states "the ballot filing was certified by the Secretary of State and properly placed on the ballot". Then it submitted the final paperwork.
That's certainly the hope of DFL Chairman Ken Martin, who on Thursday filed a petition asking the high court to do precisely that. Last month, he said he did not become aware "that the secretary of state wouldn't place our candidates on the ballot, even though that paperwork was submitted completely, until the electors were finalized" until the week before the filings were due. Ryan Furlong, a spokesman for Simon's office, said the office does not comment on pending litigation.
The Trump campaign's Minnesota spokesman Andy Post said the campaign had no immediate comment but was reviewing the suit.
President Obama won Minnesota in both 2008 and 2012.
