United States President Barack Obama met Philippine President Rodrigo Duterte on Wednesday (Sept 7), before a gala dinner for leaders gathered for the Asean summit in Laos.
"In the afternoon, the President will hold a bilateral meeting with Prime Minister Narendra Modi of India", the White House said in its daily guidance released to the press. "And I think it's very important that we have a relationship, but there has to be a certain level of respect that is expected on both sides", Clinton said.
The Philippines is one of the main allies of the USA in the Pacific, where Obama has re-oriented the U.S. foreign policy to counter China's growing influence in the region.
Speaking in Luang Prabang in northern Laos, Obama told members of the Young Southeast Asian Leaders' Initiative - some of whose countries suffer from ethnic tensions - that America's "great strength" was its diversity.
However, it remains unclear why the Philippine president thought he would be sitting next to Obama and Ban.
Obama said that he wanted wait until he and Duterte could have "constructive, productive conversations". Duterte blasted Obama as a "son of a bitch" and warned he would not tolerate any violation of Philippines sovereignty he said such a question would entail, after which the White House canceled their planned parley.
The report added that Duterte's words even irked Democratic presidential candidate Hillary Clinton who supported the decision to call off the meeting. Turns out, they met anyway.

Leading up to the summit, Duterte said that he would not discuss human rights issues with Obama until the US apologizes for the pacification campaign of the Moro people in Mindanao at the turn of the century in which 600 died.
Philippine President Rodrigo Duterte plans to ask Premier Li Keqiang at the summit in the Laotian capital whether the vessels were on another island-making mission on the Scarborough Shoal.
Duterte has emphasized that he was responding to a reporter's question over how he would explain to the USA the extrajudicial killings of more than 2,000 suspected drug dealers and users in his home country.
He said China is willing to work with ASEAN countries in fending off interference, and properly handling the issue.
Obama has said that the U.S. has a moral obligation to clean up, while refraining from offering a formal apology for a campaign the American people did not know about. "The relationship with the USA was seen as very significant".
Duterte has previously cursed Pope Francis and U.N. Secretary-General Ban Ki-moon. You must be respectful.
"Recently we all saw the Olympics and you know, not to brag but the United States did very well", he said.
